Launcher Failing - Repair giving strange errors, and LOTS of re-cache.

When I run the repair tool (even the manually downloaded updated one) the repair tool return strange lines like this
\tDelete failed on "C:\ProgramData\CCP\EVE\SharedCache\ResFiles\80\80a97ff5509c01bb_bab9640d01baf94861cb00cba861e9cc"

and it does it for a vast number of files. I don't understand it, I even ran it as administrator. Once I do this, eve typically has to download about 284 MB of new data as an update of sorts, and then when I get the next launcher hiccup (Already gone through this twice) it re-starts the 6+GB cache download. and even when this is done, I've noticed that EVE is still downloading a tonne of stuff when I'm logged in.


I tether through my phone a LOT, and typically with my usual gameplay I use up roughly 10MB/Hr. last night I used up something like 200MB in ten minutes, and it did the same thing to me a few days before that. I have a 500MB limit, I'm done, I'm going to get overcharged this month.

Something is going wrong here, I would love to see this resolved so that I can once again use tethered connection when the internet at my home isn't stable enough (which is often enough to be annoying). ANNNd I'd like to not have to do the 6GB download again for nothing.

I get a similar issue when I run the repair tool and was wondering whether the tool is actually deleting my local cache. I ran the repair tool this morning and I am back to blocky images and huge amounts of resource loading.

I also get terrible lag with the new download on demand client. For example, yesterday I made an undock bookmark about 700kms+ off a station before warping back to the undock. It took so long to register submitting the bookmark that it actually ended up being made 4000m off the station because I had warped back in the interim Sad.
