Activity skill requirements not met

I have a T1 BPO I want to improve TE / ME.

It's required skills are industry L1 and Laser Physics L3. I have both.

I have the necessary slot available in the science queue.

I get the message "Activity skill requirements not met".

What does this mean and how do get the necessary "activity skill"?

That would be the Laser Focusing Crystals BPO?

Industry I and Laser Physics 3 are the requirements to build it; the TE/ME research requirements are Research V or Metallurgy V. (They're on the research TE and researchME pages in the item info).

If you hover over the bit just below the blueprint, it'll tell you which skills are needed, at which levels. (and highlight which you don't have)

This is the first BP I've acquired for which I did not have build skills and so did not even think about that.

Thanks also for the google import code. Though there are any number of tools out there, I actually think the effort of me building my own will drive important learning for me.
