Whelp, this is were my problems started.

Loaded up the client and downloaded the patch updater as normal. I was prompted for 'admin access' which has never happened before with any previous patch. It would not allow me to patch the game via my account nor with a second admin account on the computer. I looked up the download location for the installer and used 'run as admin' and that seemed to bypass the issue.

Then when choosing an install location for the patch, the program would not allow me to install the patch in the normal Programs / CCP / EVE location. It told me the location was invalid.

I then opened up the EVE file folder and ran the client repairer, and that is currently running and downloading the client now. However, the current download size via the repairer is 4.84GB. The patch in the client was 99.2MB. This the repairer downloading the full, current client or is something else amiss?

2 hours until the client installs so I suppose we'll see.

EDIT: So the client repairer did not add the patch to the installation, so that wait was for nothing. I pulled the patch from the eve online website and the same problem occurred. This time I was able to locate the download folder and use 'run as admin' and the patch functioned as normal.

This new 'admin access required' prompt really gave me the run around. What's the deal with that anyway? I've never seen that before with any previous patches.

I've been getting this too, for maybe the last month or so's worth of patches. I agree, it's a major pain!

I find that the only way I can get it to work is to cancel out of the "admin rights" prompt. Then I go into

C:\Users\(my user name)\AppData\Local\CCP\EVE\d_games_eve_online_tranquility\cache

and find the patcher, which is named evepremiumpatch(somenumbers).exe. (Assuming it was just downloaded, it has today's date on it.) I RIGHT-click that and "Run as Administrator", and then it finds my EVE install and updates it normally.

I for one would like to know, exactly WHAT has changed in the patching process to require admin privileges? I don't even have EVE installed in the default location in "Program Files (x86)", so it can't be due to Windows 7's reluctance to let programs write to that folder. Moreover, why is the patcher not asking for elevated rights in the Microsoft-approved manner? If it were, we'd be seeing a UAC (User Access Control) prompt, NOT this custom "admin rights" prompt that NO other program uses!
