Looking for a 100% full Fleet boosting character that can fly a Eos/Astarte

Command ship 5

must have max skills in skirmish and armor warfare.

Cybernetics 5

Must be able to fly a guardian with Logistics 5

and Must have all Core skills for fitting skills and PVP Skills

such as T2 guns for cruisers up Prefer Gallente
