Neural remaps on new characters

i was not able to find a thread relevant to this topic since the search is just throwing an error.

did i miss the anouncment from CCP that new characters now get 4 neural remaps instead of 2 ?
what is with older characters do we get 2 more bonus remaps as well any time soon?
and is this a sign that the removal of remaps is being pushed so far away that we need a quickfix for the newbros ?

Drop 2 remaps onto this character please CCP and I will be a happy bunny again.

Older characters already have 4 remaps.

Two were given when remaps were introduced in Apocrypha (March 2009).

One was an optional Christmas present in 2011.

I can't remember the other one for certain, but I think it was when learning skills were removed (Christmas 2010).

Yes, I seem to remember likewise.

However, this is apparently a new thing, which is being heatingly discussed in General Discussion: https://forums.eveonline.com/default.aspx?g=posts&t=415498&find=unread

There appears to be no official statement from CCP regarding the matter.

2 bonus remaps (or even 1) to all existing accounts seems fair, and would give a tremendous boost of goodwill.

So what about people that started playing after those bonus remaps were given? Are they older characters or not.

Three of my accounts have 4 remaps (2009), and two have 2 remaps (2010, 2011).

Haven't needed to use the remaps yet.
