Well, the year-in-review statistics seem to count as low-sec systems the rounded-up 0.5 security systems (0.48 real security makes them 0.5 high-sec in the game, but on the statistics they count as low-sec systems).
I could be wrong, but I can't find any other explanation for the gross difference in one of my alt's report: he has scarcely left high-sec but is reported to have spend most of his travels at low-sec.
