It was questioned during the balance pass and it was left as a legacy bonus. Honestly it causes no harm and will never get replaced with anything its only option would be to be removed which stifles creative uses for the ship.

If you don't follow the rules, neither will I.

i did check all cruisers T1 & Faction and coudn't find any of those are left with useless bonuses. Especially when i read - 10% bonus to Drone mining yield asigned for e-war ship my eyes are terribly bleeding.
