Deployable: Resource Territorial Unit (RTU)

This is a new deployable called a Resource Territorial Unit (RTU). This can only be carried by Industrial ships and is limited to deployment (and recovery) in asteroid fields, anomalies and ice belts. Multiple RTUs cannot be deployed within 2.5km of each other. The RTU activates after 60 seconds and has a fixed radius. When active, it has the following effect: Any non-industrial/combat vessel that enters this radius immediately receives a suspect flag (regardless of association). This has no effect on competing industrial ships or drones and does not prevent combat being initiated from ships outside this radius. These are the variants:

Resource Territorial Unit; 2.5km radius, 100m3 volume, ~5m ISK cost
'Claim' Resource Territorial Unit; 5km radius, 100m3 volume, ~20m ISK cost
'Motherload' Resource Territorial Unit; 10km radius, 100m3 volume, ~50m ISK cost

RTUs have stats similar to MTUs, and can be engaged and attacked in a similar fashion (with corresponding flags). While this won't eliminate ganking and miner bumping, it will afford high-sec miners an opportunity to "shoot first" should they be preyed upon. It will have minimal benefit in low-sec and zero in null-sec or wormhole space. Constructive comments and suggestions for balancing are welcome.

a lot of newbros go belt to belt hunting rats



ignoring that why should they be forced to go suspect for not doing anything




there are pros and cons to shooting first you need to decide which you want to do be you in LS or HS




at the same time during a war dec people tend to sit combat ships in belts to guard their fleet now they have to be suspect to do that?

The idea of claiming a belt is cool, but yes make everyone who enters it being flagged is not a good idea.

It would be better if activating a miner laser or strip miner while not being in the corp of the one who deployed it would flagged them.

For newbies or players not interested in reading patch notes, show the harvester turret as red with the appropriate warning (like smartbomb) when in the area could be enough.

ok this is even worse if you want to claim a belt head to null and defend one from others



the belts in HS belong to the empires not an individual

You do of course understand that if I'm coming to gank you in my gankalyst, your suspect bubble won't make a difference to me since I already expect the loss of my ship.

he wants to be able to shoot first giving him the chance to start applying DPS early


rather than needing to wait for the other guy to actually commit a crime

Only if they warp to a belt and land inside the radius of an RTU. But it's a valid point, so I decreased the radius to minimize the impact for rat hunters.

They still can. Just position them outside the radius of an RTU.

You can't 'claim' the belt, as this has no impact on other industrial ships. Just combat vessels.

Yes. Except if I have a combat escort outside the radius of the MTU that can then legally engage you. Maybe you lose your ship - maybe you don't.

Which they will, because they're warping belt to belt, and people will put these things right on the warpin.



These things won't save you, all they will do is let you gank people.

And on top of that, it's highsec. You want to shoot everyone who comes near the belt, you go to low/null/WH.

Add another voice to the "this is a terrible idea" side of the debate.

Not only do many new players go belt rat hunting for kicks but the belt rats are an excellent tool to use to help get the risk averse new players used to being shot at, and used to shooting at things. I know this may sound strange but I have never seen a player lose a combat ship to high sec belt rats but I have seen them lose those same types of ships in level 1 missions.

Ore belts, ice belts and anoms in high sec are a shared resource and they are there for any one and EVERYONE to use for what ever they want. IF you have a problem with that then stay out of them.

Who needs a structure to flag someone. IF you are mining and another player, some one you do not know gets within 2,500 meters of you that suspect alert in your head should all ready be ringing very loudly so your structure becomes irrelevant.

If you are mining and allow some one to get within 2500 meters of you without that internal suspect warning going off then all I can say is you deserve to die, so you had better hope it is a good day to die.

IRL I live in an area of the US where panning/mining for gold is a hobby for some, like me, and a business for others. As such, I'm familiar with laws and practices around staking a claim on a particular area to keep people away from your ore. So, let me be blunt by saying that your idea has zero basis in practice regarding how claims work. No matter if you have a claim filed for a particular area, you can't punish people for simply being there. They have to violate your claim in another manner before law enforcement will get involved.

Not supported. In empire you have no entitlement to the space around you, it is owned, and your mining is permitted. Permitted provided you can defend yourself.

What happens to all the noobs that mine in say.. a vexor, or rohk? yeah, flagged as suspect. You're denying others the ability to mine, and drawing a line in the sandbox. There is only one place where this behavior is supported: null.

Use the force without consent and the court wont acquit you even if you are a card carryin', robe wearin' Jedi.
