Degradation of unused systems in new sov

CCP has stated interest in having systems have stronger defensive qualities when used actively by a corp or alliance.

What I am proposing is that systems that are unused become less stable. Not in a way that affects sov and taking of sov directly, but in more subtle ways, that would make sense from a lore/meta point of view.

I would suggest the following:

Local chat becomes less reliable as systems are left unused for longer periods of time: This could be implemented as progressively more delayed notifications and even inaccurate local lists.

Increased danger from npc entities: The pirates have been left to their own devices for too long and now their weapons and shields have been upgraded, their fleets are larger and they are much more brazen about attacking unwelcome guests.

Degradation of outposts/POS /gate functionality: Longer wait times for jumping/docking. Random outages of services. POS structures suffer from reduced efficiency and defenses. (lower resists on shields, lower damage from weapons, lower yield from resource processors and lower efficiency in manufacturing)

Decreased sec status: As the system is not patrolled, it becomes less lawful, thus decreasing the security status of the system. This could potentially increase the rewards slightly for those who are brave enough to venture into these less safe areas.

These changes would all take place slowly over the period of weeks. The number of player hours required to counter this entropy should be enough that leaving a few players logged in in system is not enough to affect the mechanic, and that the occasional bump in activity by an anomaly runner or roaming gang/gate camp would also not make significant impacts.
