7 Bil will get you a 15mil SP that will not come close to your requirements. 7 Bil is roughly 1.1 years worth of subscription time (excluding transfer costs).

You need to adjust your budget or expectations. If it's the former, I have a couple of toons but in they are 38MIL SP (Minmatar) and 45 MIL SP (Amarr).
