Infrastructure Hub capture idea

Before I start, note that I'm not used to dealing with ihubs directly so I'll probably misspeak on how some things are.

ihubs were mentioned as being destroyed in sov changes, which I think is understandably not desirable (new owners have no upgrades etc). I'd like to propose a few changes that would, I hope, encourage there to be some more tightly-held systems and equally for there to be more people who would want to employ extra effort to capture a highly developed system.

1. "development level" of a system be more granular, have more levels, but also be tied to some activity: make it require a daily/every 2 days/etc. investment to proceed, ISK and/or materials. Increasing this would unlock capabilities as before, but perhaps should be tied to even more things (like anom/sig frequency and quality, more fuel efficiency on POS, higher moongoo yield [base yield changed to compensate], certain anchorables, station services, etc, someone help me here)

2. Capturing a system does not reset the development level, instead only lowering it by a set amount (~1 weeks worth of investing in it daily?)


This would also give a small group a decent payoff for taking a system off "the big guys" even if its only temporary.

I could see that being part of a very high level of development - high enough that the other benefits might attract more people to capture your system.

Why would anyone bother to upgrade systems on their own dime if all it does is creating low hanging fruits and make themselves targets ripe for picking? There will be no upgraded systems changing hands, because none will exist in the first place.Roll

I think the limited vulnerability window makes this viable. That and, you could always re-capture your system and most of your upgrades would still be active.

As it stands, its already quite a lot of effort to upgrade a system. Losing ALL of that with no chance of recapturing even part of it seems worse to me.
