First of all I like the Skills. I would say they are worth 2B plus 1.6B Transfer Costs.
So it Would be an Offer of 3.6B

BUT

This Character was born in 2014 and has NO Remaps.
Furthermore it has an Employment History and a negative SecStat.
In Addition it has few wasted SP.

That will reduce the Offer.
All in All I would not pay More than 2B
But thats my Opinion :)
