Hello there, please try the following.

1. Delete the Launcher folder which can be found in your EVE Online client folder.
2. Download the launcher installer from the following URL:

http://cdn1.eveonline.com/EveOnlineLauncher/release/EVEOnlineLauncher_2_2_859950.exe

3. Once downloaded can you run the .exe file and direct the launcher to your client installation when prompted.
4. Once the launcher installation is complete can you start the launcher using the 'EVE Online Launcher' link which can be found in your clients folder.

Should the problem remain after the above steps have been followed then please file a support ticket and we will be happy to help.

That's a great question Rogue. I love Eve, so I'm trying to not get to upset -- I know things like this happen and clearly something was messed up with Tiamat. I'm down in Florida and I've not been able to play since last week. I've tried repairing and it just hangs up. I've tried re-installing and the patcher doesn't work. I've uninstalled again and now am trying to re-download the launcher and can't even download that from their servers. It's literally stuck at 0.0/20.6MB.

Short of unsubbing - I'm not sure what to do.
