are probe scanning effected by scan resolution (by warp stablizer?)

No.
They are effected by ship bonuses and skills under the scanning header and implants.

Scan resolution dictates the speed at which your ship locks targets, low meaning long locking times, high meaning fast locking times.

Warp core stabs decrease your scan resolution making your ship take longer to lock targets,
this is a balancing factor.

No, probe strength is only affected by : Ship buffs ,Item buffs ,Ammo buffs and skills. To find your probe strength load probes and then click the info icon in the fitting screen (for the probes) and look at your base scan strength
