Obviously it would take TB's to form all the tempured planets. I suggest making it a statistic: population, governments, and most importantly buisnesses. Where you can set one up with ISK and make ISK without having to work two jobs =P. But of course you need to make the big ISK to get the big ISK, keeping you in the ISK making element.

Or I just want to suggest statistics.

If the tempured planets all have TBs, maybe they should get checked by doctors rather than statisticians. While TBs may be good for government, they are not good for business. I think.....wait, what were we talking about?

FT Diomedes: "Reaver, sometimes I wonder what you are thinking when you sit down to post."

Frostys Virpio: "We have to give it to him that he does put more effort than the vast majority in his idea but damn does it sometime come out of nowhere."

Don't make fun of the guys english, it's obvious what he's trying to say if you bother reading it.
However as an above poster said, this is filled by the role of PI.

PI may need a revamp into a fittings based structure per 'district' on the planet rather than the current click fest, and should run smoother as well rather than constantly having to refresh it every single day, but that's a PI revamp rather than a totally new feature needed.

What in the world.

It would take terabytes of memory to form 5,000 temperatured planets. So why not use statistics on a computer of the planets, making them real and not star gazers at Armeggedon in space. And you'd have human worlds and alien worlds. But this is if you know we arn't alone Twisted.....or if you've seen star wars.

I didn't know there were still people out there who have access to a computer but don't know about procedural generation.
