PvE Moa?

What sort of fitting would you suggest for a Moa for doing some PvE when I'm on my own?

some kind of gun, maybe shield tank

Depends, what space are you flying in? Caldari?

Always Shield tank it, T2 is always better, as far as guns, i like the big 250mm Prototype guns, damage and range, try to only use 2 amps or hardeners depending on your PG restraints and skills, if you give a bit more info (i.e. what level mission, how many SP you got in Gunnery, and Shields).

It depends on what kind of PVE but generally it would look something like this, just translate to named mods and specific resists based on skills and scenario.

guns in the highs
tank, prop mod in the mids, maybe a web.
some mag stabs, plus a damage control and/or tracking enhancer in the lows
don't forget the drones, some npc frigs are very annoying to hit.

It's a standard ship, it's cheap, i'm doing a cheap fitting.
With this fitting, i have good range, (too?) good capacitor, good subwarp maneuverability (for a moa) and very good dmge for L2 mission.
It doesn't require a lot of skill too.

Your mileage may vary, but I would carry Tungsten, Thorium and Antimatter rounds for the various engagement distances. Heck, for most level IIs you could probably just use Thorium and Antimatter.

I kept it all to Tech I mods; if you can use Tech II in certain places, then do so. You will want to switch out the Hobs for Warriors if facing Angel Cartel.

Thanks all for the feedback. I'm plugging some of these fittings into ETF (using my char API) and I'm coming up short on powergrid (without even all the options). Which skill is most influential in this respect?

Train Powergrid Management to V for sure. Advanced Weapon Upgrades reduces powergrid requirements for turrets/launchers. Shield Upgrades would come in to play for any fit with shield extenders on to reduce powergird requirements.
