This has been mentioned in the CSM minutes, but not everybody reads them and I find this idea very good and imo should be priority:

Let me watch list anything - pilot, bookmark, celestial, station, even items (for quick in-space refits).

EDIT: watching pilots out of fleets = no HP bars

Hm, I was going to add that I think anything with hitpoints should be, but being able to watchlist enemy ships gives away info that should probably wait for targeting. It would end up being pretty complex I would think, if the system had to selectively show hitpoints, like if a ship is not in your fleet, you shouldn't see info like that. be on the watchlist for fast targeting, yes, but no free info outside of fleet.

At that point you might as well rename it something else, but it is a good idea to start from.

ed: as logi, I would love it, it would give the ability to quickly apply reps to allies not in the same fleet, but on the same grid.

Good point, I think it's safe to say that watchlisting pilot should be as it is now - in your fleet = you see HP bars, out of your fleet... Serves as quick note, you can right-click and "Show Info", but that's it.
