I think this the key.

Most of us want more players (or marks/prey), so we try to help out, for a while.

Scamming and/or 'sploding a n00b isn't very fun, unless it's either for an educational reason (which normally is followed by a lecture and a refund) or due the n00b in question acting like an annoying toddler.

CCP Greyscale: As to starbases, we agree it's pretty terrible, but we don't want to delay the entire release just for this one factor.
