Ishukone-Raata Release [I-RED]: "Tsuruma Incident"

The following report provides the declassified results of initial investigation into the recent incident that occurred at a small I-RED facility on Tsuruma VIII. A more comprehensive report may be available upon request to Director of Internal Affairs, Katrina Oniseki-Charantes.

Incident Summary

At 15:02 on 15.1YC117, a planetary facility on the surface of Tsuruma VIII reported experiencing technical issues with the facility's main power generator. After multiple attempts to repair the generator, the facility manager, Sakugematsu Fujiomura, ordered the shut down of the main power generator and switched the colony over to back-up generators.

At 06:33 on the 16.1YC117, the facility had put in a request for heavier equipment and additional engineering teams to repair the malfunctioning main power generator. I-RED prepared a Charon-class freighter with the necessary supplies to render aid to the planetary facility.

At 20:28 on the 17.1YC117, the Charon arrived in system, and approached Tsuruma VIII to initiate a low-orbit burst launch of personnel and heavy equipment via drop pod. By 20:39, the vessel had set up in low orbit, but reported that the orbital stabilizer thrusters were not functioning properly. Without stabilization, the vessel began an uncontrolled descent toward the surface. Captain Hiseda Uomokkori ordered an immediate abandon ship, saving an initial 238 of the 984 crew. As the Charon became subject to stronger shear forces from the planet's gravitational force and uncontrolled thruster firing, sections of the ship started to buckle and break apart. Some of this debris rained onto the planetary facility, causing varying damage. The bulk of the vessel impacted a mountain range near the facility. The impact tremors from this collision caused a minor roof collapse in the mountain cavern that housed the facility's main power generator. The damage sustained by the generator eventually caused a complete failure, resulting in an explosion strong enough to level everything within several kilometers.

Facing an rapidly escalating crisis, nearby I-RED capsuleers arrived on scene at 20:59, and immediately sent out a regions-wide emergency broadcast requesting support from anyone who could provide. Many capsuleers ended up responding to the distress call. Through their combined efforts, they were able to evacuate 140,851 of the 145,231 personnel present. The total loss of life stands at 4,720 and can be broken up as follows: 3,968 casualties from personnel still in the facility at the time of complete generator failure, 58 casualties from personnel having sustained severe injuries without sufficient medical treatment, 148 casualties from dropship mishaps, and 546 casualties of the 984 total crew aboard the Charon-class freighter.

The facility's main power generator suffered complete failure at 22:05, ending rescue operations due to the destruction of all extant facilities within a 5 kilometer radius.

Post-Incident Analysis

Structural analysis reports that most, roughly 97%, of the facility structures were completely leveled during the explosion. Of the remaining 3%, all had sustained heavy damage are are not deemed safe enough to support analysis teams. We have deemed the drone reconnaissance sufficient. Despite critical assets having been safely evacuated from the facility, damage estimates are well over one hundred million ISK.

Careful observation and analysis of both the crashed Charon's flightbox, and the facility's security footage indicate foul play.

Environmental damage from the main generator blast is still being assessed.

Conclusion

This incident was not an accident. Perpetrators will be identified and punished to the fullest extent of the law. Ishuk-Raata would like to extend our sincerest gratitude to those who assisted in the evacuation operations. A ceremony commemorating the lives of those lost in the incident will be scheduled in the coming weeks. Those who provided assistance during the incident will be rewarded during the event. That is all.

I personally employ a significant number of experts in sabotage, covert operations, security and... let us call it underground networking. Their purpose should be obvious given my public allegiances and goals. As I-RED is as far as I'm concerned not an enemy as long as their operations are based in State and Federation space, I am willing to offer their expertise in your continued investigations.

While I recognize this is unlikely to be accepted, I feel the offer should be made as there is good cause for I-RED and our own side to work towards reducing or even eliminating hostile stances towards each other.

Ms. Del'thul; your offer of expertise is very much appreciated. As Ushra'Khan is, per the CEWPA declarations, an enemy of the State, we simply can't accept your assistance. What's more, we do have an active Internal Affairs division, headed by Director Oniseki-Charantes, which is actively working on this situation and any associated breaches in security.

We of course do appreciate that you do not feel that ours is a fatal disagreement, and wish that the situation was such that we could work for a more constructive, productive future for the cluster.

Times change faster than people's attitudes and habits.

This facility was located on the face of a planet, correct?

Perhaps the loss of life could have been reduced even further if Dust Merc's had been called in to help with the evacuation.

Honestly they are far more efficient at moving both personnel and massive amounts of equipment thru atmospheres and along the ground in a fast fashion, it is the nature of their work to be skilled at it.

I understand that many capsuleers have little interaction with our ground pounding brethren but they do in fact exist and serve as more than just targets for orbital bombardment.

It is unfortunate indeed that so many people had to perish in what will perhaps turn out to be an act of sabotage, if it was then some thought must be given as to why you would have been targeted. Could it be corporate/ industrial conflict within the state or actors from outside the state engaging in guerilla warfare against the industrial base of a state they have designated an enemy.

Casualties occur in war, that is why whom you ally with is so critical. I will keep an eye on this thread to see if you can determine who in fact was responsible for the sabotage, if it turns out to in fact be sabotage.

A combat pilot must have two goals to survive,  #1 get the first shot in every fight , #2 get the last shot in every fight!

I was a Duster that helped with the evacuation.

I brought my own warbarge along with 2 platoons of troops and shot the idea of deploying them...but was however denied from doing that

Conditions were already brutal and they wouldn't make much of a difference...only add to the body count

I believe that is why it was denied

At this point in your investigation, do you now know who the perpetrators are?, Korsavius, or is that still to be determined.

As someone with considerable experience in these kind of things, I am surprised than none forwarded the emergency broadcast to me/the C3SRC channel. If it had been, perhaps more lives would have been saved.

Ahem. I don't like making public posts anymore, so I'll keep this to the point.

The Charon was sabotaged. The initial reported failure orbital stabilizers, explain the loss of control and the subsequent plunge into the atmosphere. What is most interesting, however, is that the so-called 'uncontrolled' descent is a matter of suspect for investigators on the scene. Witnesses report the Charon 'turning' in mid air and performing course corrections using those very same supposedly damaged thrusters. Explosions were also heard just before the crash itself.

Ground crews were quick to recover the flight data recorder, revealing the freighter did in fact have full control until 1.12 milliseconds before breakup. A total of seven full-thrust course corrections were made during atmospheric re-entry using the ship's ORCS, and data logs confirm the witness reports of explosions just before the ship came apart. At the exact time of breakup between the forward section and the stern, 20:41:32:421, sharp seismic readings matching explosions were experienced along the lateral beams of the Charon. Explosions at those locations would indeed 'break her spine'.

What's more, an intact thrust manifold from Orbital Reactive Control Stabilizer #3 was found four miles from the scene of the accident with clear scorch marks along the inside of the bell. ORCS thrusters do not burn dirty in vacuum conditions, making it plainly obvious the system was used in atmospheric conditions.

Finally, the reactor itself did not detonate. The power plant did not even suffer accidental failure. This was a terrorist attack, one we will not stand for or tolerate. As those with even a cursory understanding of power generators know, failed reactors do not explode in a thermonuclear blast. They melt into a puddle of radioactive sludge, or they simply turn off. When gigantic mushroom clouds are involved, so are bombs. We are still investigating the cause of the explosion, and will report on that later after the evidence has been examined.

As for suspects, we have plenty. None are capsuleers. Those with a penchant for hunting baselines should keep their eyes and ears posted for an upcoming release.

... and by release, I mean a bounty hunt.

I wish I-RED luck in finding the terrorists responsible for this attack upon innocent lives. As someone now personally vested in their capture and punishment, I shall endevour to do all I can to find any information on their persons and whereabouts.
