The option that bypasses the timer is the one where you set your clone to the station you are currently docked at, so you could always just fly back to null...and reset it to said station in null again.

So, working as intended. CCP should not reset it, they should add an extra year to the timer, just cause you tried to abuse the petition system to work around a working mechanic. Or just take more drastic actions. Maybe next time read up on how stuff works so you dont make a fool of yourself by such a stupid whine.

Not to forget, ISD report to CCP and thus can forward stuff to CCP if needed.

This however will just end in a lot of laughing and pointing toward the dev blog / patch notes about how the system now works.
