Huge graphics lag on Windows 8.1 and Intel HD graphics

I'm getting huge graphics lag on my ASUS laptop, which runs Windows 8.1 and has Intel i7-4500U with HD Graphics 4400 and 8 GB of RAM. By my estimation it takes about 6 frames for any input to have visible effects, maybe as much as 8. This causes problems especially with controlling the camera, as the PID loop in my brain is disrupted. Other places where it's prominently visible is ISIS (panning the view is delayed) and dragging items (the icon for the dragged item follows the mouse cursor with a delay).

Has anyone else encountered a similar problem and perhaps fixed it? I don't have any other computers with Windows 8, and those with Intel graphics are not of comparable performance. On my desktop with i7-950 and Nvidia GTX 660 the game runs perfectly.

Please note that this is not a framerate issue. I can tolerate low framerates, as low as 15-20 fps as long as the game is responsive. With the performance preset I get around 20-30 fps, and the lag is still very noticeable.

This problem appears in many other games as well, so it seems to be something other than EVE. My best guess is that either Windows 8 graphics architecture or the graphics driver is enforcing a presentation queue of 6-8 frames.

Windows and the graphics driver are up to date. The graphics driver is a customized one from ASUS, so I can't install the more recent generic one from Intel.

Edit: The lag occurs on on my Windows 7 desktop as well, at least in ISIS and dragging items. Since that computer can maintain a solid 60 fps everywhere, I hadn't noticed until I specifically looked for it. Didn't try other games yet, though not many have UI features where it can be seen at high framerates.
