Buying a PVE/PVP combat focused Pilot 25-30b budget

Preferably perfect Ishtar and rattlesnake pilot but not limited to.

level 4 mission runner standings is a plus but not required.

    most of these have pretty low sp than what I have in mind. Need higher sp toons.

    Needs to finish Gal Cruiser 5 for ishtar, but has the drone skills (VNI works well)
    Adv Weap Upgrd finishes in 6 1/2 days.
