Are level 4 missions different for each race?

Hey guys,

So I typically flew level 4's near JIta with another character. The Caldari Navy Security missions were all a few jumps from the trade up and very accessible. I raised my faction with another character hoping to do the same... but I do not see any of the missions available. I have level 4's available but they are all like 6+ jumps away. Does this have to do with my race? The first character was Amarr and this one is Gallente... Just curious why these missions are not available?

No, it has to do with which faction you run missions for. You're under no obligation to run missions for your race. Jita, however, is in Caldari space so most of the missions in the area will be for Caldari agents.
