below is for ISD Ezwal who has been playing eve for years has no idea what it is. Are all isd's clueless?

I have no idea what an ESS system even is. And I have been around in EvE.....

Thread locked as it is perceived as incomprehensible.

Encounter Surveillance System (ESS)

AmarrEncounterSurveillanceSystem 550.jpg

The Encounter Surveillance System (ESS) changes the bounty payout values in a system and add a Loyalty Point payout, as an empire is able to monitor capsuleer actions against wanted criminals in the system where it is deployed. 80% of the bounty is paid directly while 20% of the payment is added in a system-wide pool that can be accessed through the ESS itself. The 20% can rise up to 25% based on activity in the system, increasing the potential benefits with some added risk as these 20-25% can be stolen by other players.

The basics of the Encounter Surveillance System:

The ESS are sold directly from the navies of the empires. For instance, the Gallente ESS is sold in Federation Navy stations. The retail price is around 25 million ISK. All the ESS structures are otherwise identical and the only difference is what kind of ISK tags they drop.

An ESS can only be deployed in Null Sec and only one can be active in a system at any given time.
It takes 120 seconds for a deployed ESS to become active and an ESS cannot be deployed close to stations, stargates or starbases. The minimum range from these structures is 3000km. As with the other mobile structures, the anchoring and onlining the ESS is a single action.
While active, NPC bounty payments pay out full value, with 80% being paid directly and 20% being stored in a system-wide pool. In addition, each bounty ISK gives 0.1% Loyalty Points, these are LPs for the empire navy based the ESS type.

The payout can rise over time, the chance is based on activity. The ISK payment rises by 1% at a time and the LP payout by 0.02%. It can rise five times, so maximum payout value is 105% of ISK value and 0.2% LPs per ISK. Destroying, scooping or accessing the ESS resets the payout value.
The current payout level of the ESS is visible in the name of it, and can thus be seen anywhere in the system. The payout level of an ESS is reset if it is destroyed, scooped or when it is accessed and the system-wide pool is distributed.
Destroying or scooping the ESS will not affect the system-wide pool. That is only affected by successfully accessing the ESS and choosing to Share or Take all. The system wide-pool stays intact and becomes available again when another ESS is deployed.

The ESS has a system-wide beacon, meaning it will be visible by all players, allowing them to warp directly to it from anywhere in the system. Whenever a ship warps to the ESS, a broadcast is made in Local that player X is in the vicinity of the ESS. This triggers even if the approaching ship is cloaked.
There is a warp disruption bubble with a radius of 15 km around the ESS. Interacting with the ESS puts a warp disruption effect on the ship interacting with it. Ships immune to bubbles are not immune to this effect.

Anyone can access an ESS, not just the owner, but it can only be scooped up by its owner (the player who deployed it).
When a player accessing an ESS has chosen whether to Share or Take all, everyone that contributed to the pool receive a notification of the choice made. This notification includes the name of the player that accessed it. The Take all option leads to tags dropping in a can. The tags can be turned in at navy stations of the same race as the ESS for ISK.

My bad. Premature here.

To answer your question, no. You have to be in system to see it.

Not sure it won't get locked for reopening a thread,
but otoh this one actually has content.

I asked a simple short and sweet question no lip, no troll, just as u have me a short and sweet answer. I know its customary for isd and ccp to implement things without thinking too good but geez sometimes it takes 2 seconds to be smart and think. He could of asked "hey can you elaborate what an ess is?" Anyway thanks for the answer now when people google this question this thread will show up

You really shouldn't use the words "smart" or "without thinking".

No. I was this time. My bad.

As there are now two threads on the same topic, this one will get a lock (the older one has been reopened.)
