Concord Safe Piloting Dash Cam

I have been reading a lot around the topic of suicide ganking. Code has brought the concept to the forefront of my Eve thoughts. Its all fine and well except that new players may be turned away if they are a victim. I have been kicking around ideas that might help new players without destroying the atmosphere that eve is supposed to have. Here is the best one I could come up with.

Concord Safe Piloting Dash Cam Rig.

Effects:

-Pilot is tagged as having the dash cam to all others in overview and on screen.

-Pilot who is killed in a concord summoning event will receive a full reimburse of all items equipped and in cargo.

-Reimburse will be subtracted from the wallets of all involved parties.

-Wreck drops nothing.

-Pilot will receive a warning message and be forbidden when entering low, null, or wormholes. Same message will apply when a criminal status would be taken by the pilots actions.

Restrictions:

Only usable by pilots less than three months old. Equipping or hauling more than five million isk disables all effects save for entering dangerous space and pops a warning for pilot.

My intention here is not as much to protect the pilot, but to allow him or her to feel avenged in the event that he or she is suiganked. The money lost in a gank would not be too damaging to involved parties, but the victim will walk away knowing that the money in his wallet came from those that hurt him or her. Furthermore, when someone decides or is no longer allowed to use this rig, they are in a way consenting to be ganked, thus learning the darker nature of eve. Lastly, pilots who do gank, would be made aware of targets that are not viable, and the repricussion would be isk and not a ban.

could be useful, although a better approach is to better inform them about the mechanics in the first place.

There is - or used to be anyway - a load of players giving rookies bad info (e.g. "fit your mining barge for max yield"), who everyone would be better off without. Or hell, even the corp CEOs (and alliance execs) who kick you out because you're telling the rookies to spend 3 weeks training up "useless" skills like gunnery and stuff so that they're able to X up when a wardec comes inbound ...

Why is a new player mining ore to sell on the market in competition with everyone else entitled to special protection?

Why would a player be able to handle the loss of thier first barge at 91 days any differently than 89 days?

How does the automatic transfer of ISK from another player provide "vengeance"?

If you want to bubble-wrap Eve for new players, do it in a way that doesn't break the sandbox by allowing players to make ISK/gather resources without risk. Make a newbie-only zone that provides only the minimal rewards due to a risk-free activity in the game where they can learn. Don't propose yet another buff to highsec safety to circumvent the risk vs. reward design of the game.

so you have a bunch of alts that always have negative wallets for suicide ganking and generate isk out of thin air...

Concord cannot take capsuleer isk as it is all in offregion accounts in Switzerland. Maybe you should use a procurer.

In eve you lose everything when you die this is a very big part of eve and something new players need to understand as soon as possible.

Nice idea, so I just have to make a dummy char, train for industrials, put the rig on it, and be free to fly wherever I want to, without taking care of gankers, losing my ship and stuff etc. And, best of all, I can move billions knowing i'll be reimbursed everything if I lose it Pirate

No please seriously, even if the "protect the rookies" idea is great, this cannot (and shall not) happen.

You know, even "protect the rookies" idea is not that great in a game of alts.
If you want to protect the rookies, address their knowledge, ability and understanding of the game.
