No. A bounty does NOT change the rules of engagement system in EVE.

So, even with a bounty, you by default are not a legal target unless something else already made you a legal target (which means it's not related to the bounty).


However, you are always free game for anybody that wants to shoot you. If it is an illegal action, there will be consequences for the offender though.

But you are never completely PvP-safe.
