Now currently party A offers a surrender and if party B accepts they can not wardec them for another 2 weeks

what if you could set how long the hiatus was giving more choices to the parties involved
or even something like

Example
Alliance A offers the following terms of surrender to Alliance B:

Alliance A will not declare war against Alliance B or offer military assistance against Alliance B for 6 months

Alliance B will cede ownership of all POCOs in Region X to Alliance A

Alliance B will cede ownership of Outpost Y to Alliance A

Alliance B will pay Z isk to Alliance A

Alliance B could then accept, decline or make a counter proposal.
