Non static agent mechanics

We've used to agents to exist on certain fixed position in Eve universe - usually on stations. I'd like to throw these two, unpolished, ideas how we could create some changing content in form of agent missions.

I) Agent 'auctions'

- Basic idea is to create auction for agents to stay one month on a station of auction winner's choice.
- Two week auctioning timeframe to place the bids.
- Represented agent factions generated randomly for each auction.
- Limitations:
--> Pirate Faction agents level 3 & 4 & 5 cannot be placed in high security space.
--> Pirate Faction agents level 4 & 5 cannot be placed in low security space.
--> Any faction level 5 cannot be placed in high security space.
- Agent amounts per auction: 1 lvl5, 5 lvl4, 25 lvl3, 50 lvl2, 100 lvl1 (Example)
--> Though analysis on numbers in the end must be made by using CCP's data.

Consequences:
- Most likely users of this feature in 0.0 sov space. (and creating different kind of content for that space)
- ISK sink.
- Might not fit in Eve lore, unless we call them agent bribe auctions or something.

II) Roaming Agents

- Agents placed in space that give out missions to people meeting the effective standing requirements.
- Placed on gates in their factions ship, depending on agent level.
- Every 6-8 hours agent moves to random adjacent system and is placed on a gate of entry.
- Missions can be completed even if agent has moved meanwhile.
- Limitations:
--> Pirate Faction agents level 3 & 4 & 5 cannot roam in high security space.
--> Pirate Faction agents level 4 & 5 cannot roam in low security space.

Just something couple things that came to my mind... obviously balancing through reward levels must be considered, as you can't set up base on them like on agents traditionally and have everything maximized for efficiency.

I see great potential for abuse in this.

Null sec would bud to get as many agents as possible, empire would attempt to get as many into 1 system

That depends a lot on amount of agents becoming available. As if there's only few the prices are prolly gonna be so high that 1 entity has hard time get several high level agents on same station - at least without blowing a lot of money. Of course 1 agent per station limit could be also created - although Im not big fun of such limits personally.

The current system isn't broken, so why break it?

I assure you that your definition of "a lot of money" and many nullsec alliance groups definitions of "a lot of money" are quite different.

Value of attracting a lv IV pirate mission agent with 0.0 sec bonuses to LP and isk rewards to some backwater station in nullsec where you can safely run missions?

I can easily see groups of nullsec PVE'rs shelling out 10+ bil for a month for a single Lv 4 agent.

Aren't they removing "teams" for this exact reason or one of the many reasons. So why apply this same "idea" to another aspect of the game with no problems. No. -1

Yeah its not broken or anything, just matter of expanding content. Why would my suggestion break it, can you expand?

@Anhenka

Exactly, and I can see there's many groups in 0.0 trying to get an agent if such system would be in place. Ofc single players a lot of money is different to specially a larger group. Prices they pay are always dependent on what they expect to get out of it.
There's no such thing as safely doing PVE in 0.0. Where such agent would be placed - Im sure there would be also those who would want to hunt down the mission runners.

@Eldwinn

I don't see the connection with teams in this suggestion.

Posting to mention that the opposite of "static" is "dynamic".

This lazy trend of just putting "Non-" in front of everything is silly.
