I don't understand what you are asking. What modal are you trying to activate? What are you trying to do

That is a passive module, it affects your mining lasers, you do not need to activate it for it to work.

All actual mining lasers that you activate in order to mine a rock are fitted into high power slots (the ones at the "top" of the fitting window). They work just like guns. You fit them, target something, and activate them to "fire" at it, in this case giving you ore instead of damaging it.

Mining Laser Upgrade modules are modules you fit to low slots. They are passive modules (do not need activation) and their purpose is making your mining lasers more effective. For example, fitting a Mining Laser Upgrade I gives your mining lasers (the ones in your high slots) +5% yield.

There are 2 types of modules in EVE:

Active and Passive.

Active modules: Have to be pressed to make them work.
Passive modules: Just having them fitted is enough to make them work.

Mining Laser Upgrades are passive modules, so the moment you have them fitted, they provide their boosts to your mining lasers.

On their own, they are useless. They are upgrades for mining lasers you ahve fitted.

Click the = looking icon at the bottom right of your HUD and uncheck the box to show passive modules.
