[WTB] Amarr/Caldari PVP Pilot - Up To 12BIL

Title pretty much sums it up.

I have roughly 12BIL [possibility of having more] ]at hand im looking to spend on either a well rounded PVP Amarr toon or a Caldari toon

Things I would like to see:

Arrow Tengu/Legion ready.
Arrow High missile/laser skills.
Arrow Little sp wasted as possible.
Arrow Neural Remap if possible.
Arrow Decent KB stats [none is preferred lol]

Ill let you guys come up with the rest :]

Hoping to get a toon asap so if you have one for sell hit me up.

Both are nice but im looking for some higher sp charectors aswell just not made to only fly strategics
