As of right now, I cannot get the launcher to get further than "Downloading EVE Launcher Update", with no progress or anything.

Things I've tried:
Deleting the launcher folder entirely and starting the repair tool, and letting it redownload

Having a friend update his launcher for SiSi and supplying me with the files (it ended up being the same launcher build, though his completed?)

Deleting the PART file to let it re-do itself

Things I have noticed:

When I go into the launcher folder, and into the "downloads" section, it has the new build number as a PART file and is 64kB large

The new build number is: 2.1.829048
