Account/billing issues are generally rectified fairly swiftly using the petition system, which was helpfully linked here.
Put the petition in, wait for a response. There is an Issues and Workarounds forum here which you can search for common problems.

Those types of queries are typically only answered by Devs/GMs via that system for your protection. Players and ISDs (who are also player volunteers btw) can only point you in the right direction, and once the question is answered, there's nothing left to discuss.

It is titled "General Discussion" which means, topics that generally occur within EVE Online.With that being said, generally I'm probably not the only one that this has happened to. There fore "Generally" a discussion wouldn't be going against forum policies. Discussing transactions would.
