Hey,
I am new to EVE so this might be a silly question.

Lately, when I have been looking at the ships available at the market, I see that you can get a very good ship for less than 1billion ISK...(correct me if I am wrong). Suppose that you also wanted to buy modules, ammo etc. How much do you on average really spend per ship to get it working optimal or near optimal (not considering skills)?
Can you give a rough estimate of the ratio?

As long as you can afford to lose it and cover the losses it's fine. Don't spend all your money in one go. I'd say spend 1/3 your budget at most on ship+modules, and of course that depends on what you're using it for. Just use common sense. If you're going to do highsec missions you'll be safer and can spend more. If you're going into lowsec or participating in a war you obviously want to make sure you have some isk saved up.

I think a 50% rule works well in most cases, 100m for the ship then 50m for the fittings. 500m for a ship 250m for the fittings etc. This is an estimate and will not be exact but generally going any higher on fittings that that will just make it a loot pinata. With that being said you don't have to run Faction everything to hit that Isk mark, It's just a general guideline I like to use.

It has to be the amount of ISK you are comfortable to loose. If we are talking about PVP.

If we are talking about PVE in secure space, then a ship can cost 500 mils and another few billions for fittings.

As a couple people have mentioned it really depends. In general if you are flying a T1 hull your fittings may end up costing as much or even more than the hull. If you are flying T2, your fittings will generally be %50 of the hull or even less. For anything more expensive than that, you'll generally put a fair amount into the fittings.

At the end of the day the most important thing though, don't look at what you can afford to build, look at what you can afford to build 4 or 5 of.

I recommend using Eve Fitting Tool or Eve HQ to play around with fits before you do anything in game. Take a look around battleclinic too to get a few ideas as to cost of various successful fits.
