Compiling fitting stats on modules in use (probably from killboards)

What I want to do is this:

"Computer, show me all Punishers in Tash-Murkon in December 2013 and tell me what percentage had pulse lasers fitted."

I am operating under the assumption that I need to look at killmails since I can't see into people's hangars.

Is there a killboard that offers this feature?

If not, I believe I have to contact a killboard to gain access to their database?

Would you recommend looking only at the loser's fitting or should I also look at the killing blow weapon? Ideally these would be separate options and we might have to find a way to separate the two in the case of a fleet battle where a ship kills and is killed.
