I am looking for a fairly cheap mining character who can start at least a simple stream of isk flow. I am obviously new to buying characters and thus only have 1B to spend at the extreme maximum. Either that or some helpful information on a better way to mine in some isk. Thank you.

It's going to cost nearly 2b just to transfer a character to you.

No one will offer a character at less than that. Else they are basically paying you to buy it.
