I'm not really bothered whether people make them or mug them from NPC's, it won't drastically change the game unless they are vastly easier to make than plunder which I haven't suggested they should be.

And how about this reason:
Non Capsuleer NPCs (Because there are capsuleer NPCs) can't use t2 (the training time for a normal pilot to learn is far too much, and they're using mostly stupid goons, so teaching them to use t2 would take forever), so they have different invention methods, to get m2-4 blueprints. These are produced in hidden labs that DED (the concord group that locates all those anoms and stuff) don't care about, because m2-4 are no risk to capsuleers.
The reason capsuleers don't invent m2-4 blueprints is because it doesn't take them long to learn to use t2 things, so they have no use for wasting time inventing/producing m2-4.

No it is not a cap mod, it is a mobile depot, which is not a module but is an item with a meta level

The training time for T2 isn't always longer than for T1 in every possible skill

Why are m2 - 4 no risk to capsuleers ?

How long has it been since you stopped using T1 mods, do you really only ever fly one type of ship with one type of mods ?

To use all T2 weapons you nee level 5 in all of them, Drones ? I mean without even looking at the skill list I can think of at least 20 level 5 skills you would need for no longer using T1 to be remotely true.

PvP fits often require t 1 modules for fitting reasons.

Items are not all manufactured for personal use, some capsuleers have been known to sell them.
Which is where the issue of construction cost comes into it.
