Voice Help Chat? Not AFAIK. There is a workaround though..
Join a corp with voice comms.
Ask questions over voice comms.

You can go and register with Eve Uni's forum and you can access the public areas of their mumble comms on their server, and they also have a public mumble server for their classes.

How to get and use Eve Uni's Mumble

Note: you'll have to register a forum account with them, and you have to do that in-game.

Use this link in-game to register

Their in-corp mumble works off of the forums. Their public mumble doesn't, but people are only normally there for the classes.

This.

You're most welcome to join us on Mumble and get all the help you need. You don't need to be an actual part of EVE University. Also, you can hang out in our public help chat channel. Just look under the "Help" section of your chat channels and you'll see it listed (second I believe). The channel name is "E-UNI".
