Station Docking Rights 2.0 - Conditional Access Rights

Hi All,

I don't post much so I've tried to do a bunch of research before posting this because I don't want to sound like a pillock. Please forgive quality of the images.

I've found access to blue stations in Nullsec to be difficult because we're renters. There are no real reasons given except for "It's hard to keep track of you." and " We don't want people all over the place."

The main issue with this is that by not allowing us to dock we are being denied station services that they have no real issue with us using - So while we may not be desirable jump clone applicants, mass market traders, afk campers (docked) or whatever else there is a market for the transient capsuleer :

Refitting
Repairs (At station owners profit)
Purchase equipment such as ammunition, burnt out modules, drones or nanite repair paste (At benefit of local friendlies/producers)
Upgrading clones to prevent SP loss.
Accessing stored ships to allow for a wider area of player activity
Transfer of Bookmarks to local blues via contracts (expeditions being sold to locals at their benefit)

To this end I would like to see "Conditional Access Rights" (CAR from here on in), which I imagine as a highly modular but easy to use system to solve many of these issues and allow a more open nullsec with a "freeport" style of null ownership more possible.

The station owner's corporation directors would be able to navigate to a page under corporation > Stations > Conditional Access Rights. Here there will be subheadings : Blacklist, Notifications, CAR Profiles and Owned Stations. Image

The Blacklist functions as you would imagine, specific players or corporations or alliances can be added to be denied CARs even if they are blue. So for example if you have someone living out of your station when you just wanted them to visit? Blacklist them and they lose all CAR access, even if their corp and alliance remain blue.

Notifications will be where pilots from the alliance who own the station can report a player for the CAR system. A player would do this by navigating to this page as a non-director, entering the player name in a lookup, entering the station name in a lookup and writing a brief description for example "Stole some items and docked to store them." or "Repeatedly will not leave area." Alternately a blacklisted player can contact one of the local admins (again not necessarily a director) and request an application for de-blacklisting. This application will appear here too and can be approved which will remove a player from a blacklist with a reason given.

CAR profiles is the heart and soul of the system. Here you can create profiles (a bit like roles but less terrible, sorry CCP). Image

So Under "Profile 1" (Renamable) you can set a variety of options.
Who it affects:
All entities. +10. +5. Neutral. -5, -10. Negative Sec Status, Positive Sec Status. (You can't allow people to dock at the station if they have flags that globally prevent them from doing so)
Docking Rights:
Full. Time Limited yes/no, x time allowed in dock. None. Price.
Facility Rights:
Medical:
Full, Clone upgrade only, jump clone only. Clone movement here. No access. price.
Market :
Purchases only. Sales only. Order Limit true/false, order limit x amount. No access.
Refitting:
Full. Fee Required. None.
Industry:
Full. ME access. PE access. Manufacturing access. Job limit true/false, order limit x amount. No Access.
Reprocessing :
Full. Ore. Ice. Loot/scrap. Fee Required, x amount.
Repairshop:
Full, fee required, no access.

Note : All of these will have a checkbox that lists : "Price per use, price per day, price per week, price per month." So you can set a station to cost 1mil to dock per usage or 30mil for as many as you want in a month.

Therefore with a combination of all of these different settings you can setup profiles and add them to individual stations, all stations in a constellation, region or every station under your control.

Here's a few examples :

At the "Freeport Test" station run by "Whoever Alliance"
Neutrals, + 5's and +10 players are allowed to dock for as long as they want. It costs them 500k to dock per usage, or 15mil per week or 50mil per month for as many docks as they want.
They are able to make 20 purchases or sales to the market daily.
They are able to use the repairshop for a 500k fee per usage. For 15mil they can use it as many times as they want per month.
They are able to use the refitting station for a 500k fee per usage. For 15mil they can use it as many times as they want per month.
They are unable to install Jump clones or move their clones to this station but they can upgrade their clones here for an additional 500k fee.
They are able to use the science and industry slots, without a limit to how many jobs they can have at once, but each job costs an extra 25k isk per day.
They are able to reprocess at 0% tax but must pay 500k per usage or 15mil for unlimited monthly access.
-5's and -10s are unable to dock. Anyone added to the blacklist for this station is unable to obtain and of these services. If the blacklisted player is already docked on his next login he will be informed that he has been flagged as "Station Blacklisted" and a 24 hr flag starts counting down based on his login time. If he logs off this timer is paused. Once the timer reaches 0 he is ejected from the station in whichever vessel he is in at that time. A notification pops up every time he logs in to state the time remaining and the consequences. He will have no access to the station services conditionally above, even if he is neutral, +5 or +10.

Second Example station is "Random Station in the wide field of blue stations that is nullsec lately"

+ 5 and + 10 players may dock, but only for 15minutes. A notification tells them that this is their limit, after which they will be ejected. They can dock twice per 24hr period, after which the station will refuse access. They can dock, wait 15mins, be ejected, dock and wait out 15mins again but cannot dock again for 24hrs.
Players have complete access to the station with no fee except :
They can make only 20 purchases daily from the market and cannot sell to it.
They cannot install jump clones or move thier clones here and cannot jump clone away from here.
They cannot use science and industry.

These profiles can be copy and pasted, dragged and dropped into individual stations which will show on the screen which access they allow.

The whole system is designed :

To end the practice of refusing docking rights to friendlies just because "We don't know what they will get up to."

Allow actual "Freeport" style play to exist.

To allow friendlies to expect a degree of hospitality from actual friends.

To increase station revenue for station owners.

To allow the entire system to be largely automated and assisted by blues via reporting system rather than just be a burden to directors.

Individual roles could exist within corporation roles that allow certain members to modify CARs for stations or constellation stations etc.

I would like to point out that this is an issue limited to PRBLD because the CFC treats their renters like the crap they view them as. Abso/shadow/BOT/NA. all have far more favourable programs for their renters.

This isn't just for renters.

It's got stuff in there for freeport concept station access and has applications outside just "we're renters please don't hate us"
