Both the Slasher and Breacher have a lot more flexibility with how you can fit and fly them.

Agreed.

Rifter, while still useful in certain situations, as a pure tackle is easily outclassed by the good old Slasher.

OP has been answered quite well. However, thought you might appreciate this link which offers quite a bit of reading on different types of ships and their strengths and weaknesses. Sadly it's getting a bit old, but much of the info is still quite good and can give you an idea what ships you may be interested in. Read the sections about the frigates to get started.
