Modules not activating

Has happened to me twice while pvp'ing. At first the mods wont work at all. I've tried activating them by using the shortkeys and by clicking the mods. Nothing. Then when they finally start working, they shut off every time I try to overheat or shut off overheat. Is this a known bug and is there something that can be done?

Been having some issues with prop mods not turning off (would have to offline them, use bastion, etc. to force them to shut down) as of late, happens to me about 1 in 10 times I use a prop. Really annoying since I fly large boats and use props to shorten alignment times.
