Selected item not showing icons in 'selected item' box

I've seen things you people wouldn't believe. In this image I have clicked on a drone in space and yet the 'selected items' window does not show the options for approach, lock, keep at range and so on.

From my own brief experience last night this also applies to planets whereas poco's and the Tannhauser gate appear to be unaffected.
