What's that new notification sound?

There's a new high-pitch notification sound in Phoebe notifying me about something in space, but I can't figure out what triggers it. It's fairly random and I can't find anything about it in patch notes. Any clues?

By the way, I was on my alt in a belt just mining and the sound happens every now and then.
