I'm going to say no. Steam and Eve are all basically one way. Steam > EVE. I mean you can always buy plex and apply/trade it to a non-steam character of course but game time(like a sub) is handled through steam and applied to the eve account tied to steam.

Nope. You can not use steam related codes on a non-steam account.
