No, its pretty clear from your post history you have trouble separating what is in-game from what is out-of-game. I think I didn't understand the part where chasing people around space using locator agents and bumping them is considered harassment, or the part where mocking people on coms while role playing is considered harassment.

Note the word "can" in your statement. I'm sure that there are some here who are total jerks outside of EvE and carry that attribute into New Eden, but my experience with the players I've met indicates that this is not the norm.

The goal of chess is to defeat your opponent. Said defeat includes a certain degree of misery. Does the fact that I enjoy playing, and winning chess, thereby inflicting misery on my opponent, speak volumes about me?

Like chess, EvE is a game. People play it to "win". Everybody has different definitions of winning though, and sometimes these definitions bring people into conflict. That's what makes EvE so interesting.

I play EvE to have fun. I enjoy the planning, tactics, and strategy involved with various forms of combat in EvE. Often times, said fun involves blowing up stuff that belongs to other people. Sometimes, my stuff gets blown up in the process. Such is EvE.

Okay. I'll admit it. The Fedo thing was due to certain legal issues that I'd rather not go into detail about. Long story short, I'm no longer allowed within 1000 meters of a Fedo due to this. So I'm going to move the Fedo reward up to anything over 50 corpses as I have to get the little bastich out of my CQ within the next two weeks as dictated by law.

Come hell or high water, this sick world will know I was here.

I think Chess is a poor analogy. The controversial type of activity in Eve is the one that is "allowed" but "criminal." Also "griefing" is a thing in Eve, but not so in chess. Chess has a very simple and proscribed set of rules, so it's all either allowed/disallowed. Eve has a much more complicated set of rules/standards/exploits/griefing, and allows a greater scope of emotional involvement.

I disagree. The basic rules of EvE are rather clear, even if the mechanics are somewhat more complicated.

1. Other players may shoot you or bump you when you undock.
2. Other players may scam you out of goods or ISK via contracts and trade windows.
3. Hostile NPCs will shoot you when they encounter you in space.
4. The only thing stopping the above from happening to you is you.

Pretty straightforward really. And I say this as someone who doesn't partake in suicide ganking or scamming.

People getting emotionally involved in a game is a separate issue entirely and can happen in any game, including chess.

I read it and I'm certain you are confused hence I think you need to petition a GM and get an answer. Specifically with this text "Is it against the rules for people to use locator agents to chase people around and bump them when they have a specific in-game reason, like not paying for a permit and being a thundering anus on the forums?"

I disagree with your general view on griefing and harassment, but I do completely agree that a uniform standard for such behaviors would be nice. CCP has stated that they don't want to draw "lines in the sand" because then people will walk right up to them without crossing. I'm not sure I agree with that stance, but I understand it. In the mean time, a certain vagueness permeates edge cases, and I dislike that vagueness just as much as you do.

I don't think it's very vague at all. The implication is that targeting a specific player with repeated legal in game actions (example - bumping) absolutely can be a disallowed form of harassment. You don't find that in chess. That is something unique to a "sandbox" game like Eve, and suggests that CCP recognizes that in game actions can be used to achieve out of game emotional impacts.
