ISBoxer and Reimbursement

So, I know there's a significant amount of debate over whether ISBoxer should be allowed or not in EVE.

This thread isn't about that.

This thread is about the fact that many kills that have been made with ISBoxer recently (the past few months) have been reimbursed.

I'm curious as to what part of the reimbursement policy gives GMs the authority to reimburse for losses incurred as a result of players who use ISBoxer, considering that ISBoxer IS, in fact, allowed. If ISBoxer is allowed, then there would appear to be no cause for reimbursement. If ISBoxer isn't allowed, then why are GMs only reimbursing losses to it and not enforcing the rule? Furthermore, why have they made no announcement with regards to this change in policy?

This is a contradictory policy. Either it's allowed and you need to keep your hands off gameplay, or it's not allowed and you need to enforce the ban. Maybe this comes down to some business decision like CCP wants the sub money from ISBoxer users but they don't want to lose subs from people who are discontent with it, but it's still bad policy. This needs to be clarified.

I COULD make a petition about this but that's pretty much luck of the draw, and I wouldn't be able to share the information I get from it with anyone else, which kind of defeats the purpose of my asking the question. I would like an open acknowledgment, preferably from a senior GM, as to what their real policy is, and what they plan to do in the future, if anything. Ideally I'd like to have an open discussion with them as well, but first things first.

Have to work off hearsay, unfortunately, since actual proof is against the EULA.

So maybe this thread should be about CCP policies that immunize them from any criticism? You're basically just telling me that I can't talk to CCP about this except on an individual basis, which completely defeats the purpose.
