Are timers the only thing that CCP uses to fix EVE?

Dev #1: Lets fix (insert broken mechanic here).

Dev#2: Okay how?

Dev #1: Lets add a timer.

Dev#2: It already has a timer.

Dev #1: let modify it then.

Confirming that in the last 11 years, all CCP has ever done is adjust timers.
