Feature - Adjust New Cloak/Decloak Volume

The newly introduced Cloak/Decloak sound is disproportionatley loud. Very loud.

I propose allowing it's intensity to be adjusted in the Advanced Audio Settings, so I can turn it way down just like I do with those chanting Amarrian cult guys.
