I've been looking at the possibility of doing T2 invention/manufacturing. I see T2 BPCs with things like ME 9 which isn't achievable from any decryptor. How do you get higher ME/PE level on T2 BPCs?

Have a T2 BPC before Crius launched.

The conversion from the old system resulted in BPCs which can't be made.
