Breaking the Moon Monopoly

The purposed changes to Sov from the alliance heads had me thinking and I posted a quick thought in that thread in regards to it. Though having to work I wasn't able to put much detail into it.

I personally feel that outside of the actual isk income associated with rent. Moon mining and T2 development is one of the major reasons that an alliance chooses to stay in a section of space. As it stands now, moons are often in the hands of the higher ups of an alliance. Certain corps have rights to anchor POS's and moon miners and those people are the ones controlling the high end moon goo. Even with the advent of siphons, the average player or small corp can not hold an r64 moon.

So what I am purposing is that moon mining be random to an extent. Instead of a moon producing one material forever, that material have a finite amount that can be harvested for a duration of time. So for example. As it stands now, I can mine a basic item forever, long as I keep my POS fueled. I will always get the same amount of goo per hour, everyday, forever. What I suggest is to limit it to the amount of material that can be pulled in a two week spans but done over the cross of a single week. So lets say for example you are harvesting an r64 moon. For one week you will get that material at twice the normal rate. Then once that material is depleted, the moon lays barren for one week. Then it would randomly have another resource the following week.

So for a two week period. You would harvest one week at double the rate, and then be offline on that particular moon for one week. When the moon is ready for harvest again, it will be another random material. Might get lucky and get the r64 again, might not. This would allow you to offline a POS for a week to save fuel, and then online it again when its time to harvest. No need to move the POS at all.

To offset the downtime of reactions, the harvest rate would have to be doubled than it is now. Also there would have to be increase in the amount of moons that can produce material. So instead of a gas giant having 20 moons and only 3 being usable. It would have 20 but 15 would be usable, leaving 5 barren for other things like jump bridges or whatever.

Just like officer drops from rats. The higher end items would have to have a lower spawn rate than other materials.

I also suggest the complete removal of survey probes for moons and move the moon assets to a publicly known basis. I would suggest that Sisters of Eve work like locator agents but for systems. With a high enough standing you can ask an agent about a system and they will tell you exactly what moons are in the area, or if you are looking for a specific moon, the agent will tell you. These services can be based on standing and more specific ones can have additional LP costs. This could also work with ORE. Either way.

This is what I would hope would happen.

- The moon monopoly is broken, making it harder for the HUGE alliances to depend on renter money to some extent. Certain systems wouldn't fetch higher prices cause of their moons anymore.

- Small scale PVP would erupt as people fought over moon. Diving into enemy territory to attack moon towers, more active use of siphon units.

- Corps could be more independent and less likely to be part of a huge alliance now that they can take part in a part of the market that is off limits to your average player. Of course they could be part of an alliance for other reasons but moons would no longer be one.

- The T2 market would come down in price. More people with more materials, building more stuff. Everyone gets a piece of the pie.

This is all just a rough idea. Of course certain areas would have to be worked out. But this is a concept

Make moons work similar to PI.

Hot spots, different moon compositions. Allow POS to act as customs office using a module anchored outside shield. Route moongoo pulled from moon directly to your silos and reactors. Strip mine for quick profit or slow extractor use for sustained harvest-ability.

Siphons still siphon from POS.

Set standing for others to harvest moongoo. Allow players to invest time and money to harvest and make bottom up profit. Tax import and export allows SRP to continue and alliance leaders to skim like usual.

That would work too. Something to spread the moon minerals around. Though I wouldnt offer a strip mining option. That would just become the default option.

Actually go one step further. Get rid of the anchored moon miners and just have a moon command center. Have it send goo to the customs office like PI. Tax it.
