Best cost-effective ship for low sec lv3 and lv4 missions

I am interested, in your opinion, what is the best ship for lv3 and lv4 missions in minmatar and amarr low sec ?
Probably more in minmatar low sec (so mainly against angel cartel and serpentis, sometimes )

I fly minmatar ships primaraly, and amarr ships somewhat less.
I could train for assault frigates and small weapons from any race, if frigs are even viable for that.

So what would you do low sec missions in if you were me ?
I was thinking along the lines of some assault frigates, such as jaguar or wolf, and i believe lv3 missions are doable in that, but i doubt lv4 could be done in that.

i was thinking maybe sacralige for lv4s, but is there something cheaper i could afford to loose, maybe prophecy with big tank and drones ? :P

AF can do L3's, i'd say with L4's their damage isn't high enough.
